It is a document showing a certain power plant production capacity can be used. It is issued by the Ministry of Energy or non-governmental power plants, and its transaction is actually a sale (Bey’a) or conveyance right.

Conceding All Types of Capacity Certificates

Conceding the matured capacity certificate by its holders is permissible in terms of sale (Bey’a) or conveyance right.

Conceding the current capacity certificate by the power plants or the Ministry of Energy is permissible for sale (Bey’a) or conveyance right.

Conceding the future capacity certificate by the existing or under construction power plants or the Ministry of Energy is permissible in terms of the Salam sale or conveyance right, and its secondary transactions are also subject to the rules of the Salam contract.

Guarantee to Fulfill Obligations

The guarantee of the Ministry of Energy regarding the fulfillment of obligations by the power plants is permissible in terms of the contract of guarantee.
